MISSION STATEMENT
The Kentucky Highlands Entrepreneur Center is a mixed-use small business incubator owned by the City of Paintsville and operated in partnership with Big Sandy Community and Technical College with a mission to build an environment for the development and delivery of a comprehensive set of value-added business incubator programs and services that enable entrepreneurs to succeed in order to create, attract, retain, and expand job opportunities in the Kentucky Highlands region.
